We trust therefore that Sir Edward Grey will take
some steps to redress the unjust treatment complained
of, and now that the actual facts have been ascertained
by him we venture to hope that the delay will not be
as great as in the past.
We shall feel obliged if you will kindly send a
copy of this letter to the Foreign Office.

With reference to your letter of the 24th.
ultimo and to previous correspondence relative to the
payment of duty on the estate of the late Mrs. Janet
Harmon, I am directed by Secretary Sir E.Grey to
form you that a report on the subject has now been
received from His Majesty's Consul-General at Shanghai,
Sir E.Groy is advised that Companies such
as the Shanghai Gas Company are registered at HongKong

because no means exist of registering a concern at
Shanghai as a British Company.
These Companies are in fact purely local
Shanghal concerns and the practice has grown up of re-
garding shares held in them as assets within the juris-1
diction of the Shanghai Supreme Court and consequently
